Employee Engagement

Our country deserves a federal government that responds to public needs—and that requires a fully engaged and motivated workforce.

However, our government struggles to adequately engage its employees. The 2023 government-wide federal employee engagement and satisfaction score—65.7 out of 100—rose more than 2 points from the previous year but still lags behind the private sector mark, making it imperative for agencies to improve the overall work experience of our nation’s public servants.

Top-performing private sector organizations understand that increased employee engagement leads to better performance and outcomes. Federal leaders need to follow the private sector lead by placing a greater emphasis on enhancing the federal employee experience and workplace culture.

Best Places to Work in the Federal Government®

Launched in 2003, the Best Places to Work in the Federal Government® rankings offer the most authoritative assessment of how federal public servants view their jobs and workplaces.

Best Places to Work data and insights have been used by four different administrations to measure and improve the federal employee experience, informing better service to the public and pushing government to meet the employee engagement and satisfaction standards set by best-in-class private sector organizations. Produced by the Partnership and Boston Consulting Group, the rankings provide employee perspectives on issues such as leadership, pay, work-life balance and more.

Our resources offer an in-depth analysis of the Best Places to Work rankings and offer agencies practical tips on how to improve their employee engagement and use our data.
